Water efficiency in Dubai operates as a permit condition. Al Sa'fat, established under a 2020 bylaw as Dubai Municipality's green building system, makes the Silver rating mandatory for new buildings, with Gold and Platinum available to projects targeting higher performance. Water sits among its core categories alongside energy, materials and waste, ecology and building vitality.

The system operates at fixture level rather than through general aspiration. Its technical articles cover water-efficient fittings, efficient irrigation and water metering, with maximum flow rates set by fixture type and alternatives available on application to the municipality. A performance-based route also exists, demonstrated by showing that annual water consumption of the proposed building is equal to or lower than that of a reference building meeting the elemental requirements — useful for schemes that cannot meet a particular elemental item but can compensate elsewhere.

Flow limits have moved between editions of the system, so operative figures get confirmed against the current edition at specification stage rather than carried across from a previous project. Abu Dhabi schemes run against the Pearl Rating System under Estidama, which treats water as a mandatory category on the same principle with its own baselines and credit structure. Both systems ask a contractor the same practical question: produce a fixture schedule with manufacturer data sheets demonstrating compliance.

Refurbishment carries obligations too. Fit-outs modifying wet areas are expected to match the base building's fixture performance, and substantial works touching a large share of built-up area attract fuller compliance requirements. Fixtures, and the specification detail that decides whether they perform

Sanitary fixtures account for the largest share of indoor consumption, which makes fixture selection the highest-leverage water decision available. Several details separate a schedule that performs from one that complies on paper.

Flow rates are quoted at a stated pressure. A tap rated at a given flow at three bar delivers considerably more at six. And commissioning verifies delivered pressure at outlets rather than assuming design values were achieved.

Hot water distribution and the water lost while waiting

Water running down a drain while somebody waits for it to warm represents complete loss, and long distribution runs in villas and hotels waste substantial volumes across a building's life.

Three measures address it. Locating plant close to the fixtures it serves shortens the dead leg, which is a layout decision taken during design rather than a plumbing decision taken later. Recirculation loops with demand control or timed operation hold water at temperature without running continuously. Correct pipe sizing avoids the common error of oversizing, since a larger pipe holds more cooled water to be flushed before hot water arrives.

Greywater, treated sewage effluent and the pipework discipline they demand

Reuse is the area where UAE practice runs ahead of many markets, supported by a developed regulatory framework. Dubai's legislative register includes Local Order No. 1 of 2015 on the Use of Treated Sewage Effluent alongside earlier orders governing sewage, irrigation and drainage. Municipal guidelines set treatment classes for irrigation use, with unrestricted irrigation requiring secondary treatment, sand filtration and chlorination to a strict coliform limit, and a less demanding class permitted for restricted applications.

Three reuse streams appear on building projects:

  1. Greywater from basins, showers and laundry, treated on site for toilet flushing and irrigation. Plant selection, redundancy and the operator's maintenance capability determine whether the system survives its first year.
  2. Treated sewage effluent delivered from municipal supply for landscape irrigation and, in some developments, district cooling makeup. Connection availability varies by area and gets confirmed early rather than assumed.
  3. Air conditioning condensate, which accumulates in meaningful quantities in the humid coastal climate and suits irrigation or cooling tower makeup with modest treatment.

Every reuse stream imposes the same non-negotiable discipline: complete physical separation from the potable system. Distinctly coloured and permanently labelled pipework, separate and clearly identified valves and outlets, backflow prevention at the potable connection, and cross-connection testing at commissioning. A cross-connection between a non-potable network and a potable one constitutes a public health incident rather than a defect, and protection against it rests on verification rather than good intentions.

Irrigation and landscape, which carry the largest demand on many sites

Landscape irrigation frequently exceeds a building's entire indoor consumption, particularly on villa plots and community developments, and it responds well to specification.

Drip and subsurface irrigation deliver water to the root zone with minimal evaporative loss, suiting a climate that punishes spray systems in daylight hours. Smart controllers using evapotranspiration data or soil moisture sensors adjust application to actual demand instead of running a fixed schedule through a humid week. Hydrozoning groups planting by water requirement, so high-demand species stop setting the schedule for an entire garden. Planting selection weighted toward native and adapted species reduces the demand the system has to meet. And irrigation networks designed with isolating branches support the testing and chemical treatment that municipal guidelines expect on recycled water schemes.

Scheduling matters as much as hardware, since night and early morning application reduces evaporative loss substantially against midday operation.

Cooling towers evaporate water by design, and makeup volume on a large building is significant. Operating at higher cycles of concentration reduces blowdown, subject to water chemistry and the treatment regime, and conductivity-controlled blowdown outperforms timed blowdown. Recovering condensate, and treated water where quality permits, reduces potable draw further.

District cooling shifts consumption off the plot rather than removing it, which matters when a project's water performance is assessed at development level rather than building level.

Metering, leak detection and proving the design was delivered

Water efficiency specified and water efficiency achieved diverge without measurement.

Sub-metering by use — irrigation, cooling, domestic hot water, major tenancies, recycled water — converts a single building consumption figure into something diagnosable. Connection to the building management system allows consumption profiling, and the most useful signal it produces is overnight baseline flow, since a building with nobody in it and continuous consumption has a leak.

Commissioning converts specification into performance: verified outlet pressures, measured flow rates at a sample of fixtures, flush volume checks, cross-connection testing on reuse networks, and irrigation controller programming confirmed against the design schedule rather than left at factory settings. Questions worth asking about a project's water strategy

Which rating applies, and at what level? Does the fixture schedule state flow rates at a defined supply pressure, and how is that pressure controlled through the building? What is the hot water distribution strategy, and how long are the dead legs? Is a reuse stream viable here, and has the connection or plant requirement been confirmed rather than assumed? How is cross-connection prevented and tested? What irrigation control is specified, and which source feeds it? Which sub-meters are installed, and what gets monitored after handover? And who operates the reuse plant, under what maintenance arrangement?

A design team answering these has treated water as an engineered outcome. A team unable to answer has specified fittings and hoped.
